The Southern Gap Amphitheater is slated to be a commercial-grade venue, sited at Southern Gap in Buchanan County, Virginia. As conceived, the venue would be constructed for a total maximum capacity of 2,500 guests. The amphitheater will host live music performances, film screenings, speaking engagements, weddings, sports, and corporate events.

Separate sealed Bids for the Southern Gap Amphitheater Project for Sunset Holler Inc. which consists of the construction of a 2,500-seat amphitheater; will be received by Matt Boyd, Planner, at the Cumberland Plateau Planning District Commission, 224 Clydesway Drive, Lebanon, VA 24266, P.O. Box 548, Lebanon, VA 24266, until 2:00 P.M., local prevailing time, on September 12th , 2025, and then at said office publicly opened and read aloud. ANTICIPATED PROJECT SCHEDULE

- Invitation to Bid issued: August 13th, 2025

- Pre-Bid Meeting: August 21st, 2025

- Last Day for Questions: September 8th, 2025

- Bids Due: 2PM on September 12th, 2025

- Bid Opening: 2PM on September 12th, 2025

Withdrawal of bids shall be according to procedure (i) of the Virginia Public Procurement Act and to the Code of Virginia (§ 2.2-4330). Bids must be accompanied by Bid security as specified in the Instructions to Bidders. Each Bidder must be licensed as a Class A contractor in the State of Virginia; Bidders are instructed to review the Code of Virginia, Title 54.1, Chapter 11, prior to bidding.

This is a federally assisted project. Bidders and Contractors performing work under this advertisement are bound by the requirements of President’s Executive Order 11246 as amended by Executive Order 11375; Title VI of the Civil Rights Act of 1964; Section 109 of Title I of the Housing and Community Development Act of 1974, as amended; Section 3 of the Housing and Urban Development Act of 1968; the Immigration Reform and Control Act of 1986; the Davis-Bacon Act; the Copeland “Anti-Kickback” Act; the Contract Work Hours and Safety Standards Act; and Public Law 100 202.

MBE/WBE firms are encouraged to submit bids. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin. The Owner does not discriminate against faith-based organizations in accordance with the Code of Virginia, § 2.2-4343.1.

The Contract is to be awarded on a lump sum basis and shall be awarded to the lowest responsive and responsible Bidder. The Owner reserves the right to reject any and all Bids if it appears in its best interest to do so. The Owner also reserves the right to negotiate with the lowest responsible and responsive bidder to meet available funding, giving consideration to materials, construction, techniques, reduction of items in the total bid, timing of the project, and other items as apparent so long as the project remains in conformity with the project goals.
